The New York State Value Stack, using the Value of Distributed Energy Resources (VDER), is being implemented as a means of moving beyond the previous net metering method of compensation for energy generation. 



Last year, on April 18, 2019, the New York Department of Public Service issued an updated Value Stack Order, available to read in full here, which details a number of notable improvements to the Value Stack.

If you wish to read the full Order, you can do so here, but we’ve quickly outlined some of the key updates below.



  • For projects under 750kW AC which exclusively serve a host load, a choice between the Value Stack or Phase One Net Metering is available.

  • The DRV (Demand Reduction Value) is now based upon a fixed window of peak hours.

  • The DRV rate of projects, measured in $/kW, will be locked in for 10 years.

  • The Market Transition Credit (MTC) for Community Distributed Generation (CDG) projects is sunsetting.

  • Community Distributed Generation (CDG) projects in National Grid, NYSEG, RG&E, and ConEd territories are eligible for Community Credit instead of the MTC. 

  • A new incentive, the Community Adder, is available for those Orange & Rockland (O&R) and Central Hudson CDG projects which didn’t qualify for the MTC.
