The New York Public Service Commission (PSC) has approved an Order Establishing a Net Metering Successor Tariff. The Order was approved by the PSC at a Public Service Commission session on 7/16/20. All solar projects currently receiving net metering (residential projects and behind-the-meter non-residential projects <750 kW) are subject to the changes outlined in the Order.



These changes include, but are not limited to, the following:



  • Availability of Phase One Net Metering (NEM) for projects interconnected before January 1, 2022. Projects qualifying for NEM will continue to receive it for twenty years from the interconnection date.

  • For projects interconnected on/after January 1, 2022, they will receive NEM, but will also be charged a Customer Benefit Contribution (CBC) each month. This is based on the DC nameplate rating of the solar PV system.

  • The initial calculation of the CBC is expected to come in somewhere between $0.69-$1.30/kW DC per month, depending on service class & location. The charge will appear on the customer’s electric bill each month.
